Touch NL encourages all players to take the Referee Courses as they help develop playing skills and knowledge through a better understanding of the rules.
The European Touch Referee Accreditation System has five assessment levels: Level 1 to Level 5. Levels 1 to 3 are obtained through the combination of following a Referee Course (theory) and obtaining a practical assessment on the field. Levels 4 and 5 are only obtained through on-field assessment (although the referee must perform specific off-field duties) to qualify for the upgrade.
The European Federation of Touch referee accreditation system is run on a rating system (badge) from Level 1 to 5. Level 1Leaflet 1The Referee Course Level 1 is an introductory course for Touch referees. No experience is necessary and everyone is welcome. The course includes the following: Overview of the rules Referee communication Referee positioning Whistle technique and signals The course concludes with a theory (digital) exam. If the participant passes the exam, the practical assessment will take place at a later date. It is recommended that participants practice what has been covered in the course before being assessed. Assessment can only be carried out by an accredited Touch Europe referee coach. If you would like to be assessed, please contact us (referee@touchnederland.nl) so that we can schedule a suitable opportunity and ensure a coach is present.

Level 2Foliage 2The referee course Level 2 is an intermediate course for Touch referees. Possession of a Level 1 badge is a requirement. The course includes the following: Rules in detail Characteristics and responsibilities of a referee Intermediate positioning and communication of referees Referees on the sidelines Advantage, discipline and dealing with conflicts The course concludes with a theory (digital) exam. If the participant passes the exam, the practical assessment will take place at a later date. It is recommended that participants practice what has been covered in the course before being assessed. Assessment can only take place by an accredited Level 2 Touch Europe referee coach during a full day tournament. The tournament must be of a sufficiently high level to be assessed at Level 2. Level 3Foliage 3The Referee Course Level 3 is an advanced course for Touch referees. Possession of a Level 2 is a requirement. The course lasts two full days and covers all aspects of refereeing. The course includes a theory (digital) exam. Assessment can only be carried out by the European Referees Commission during a multi-day tournament. This is usually only possible at International events, although sometimes Level 3 upgrades are possible. For more information, please contact us (referees@touchnederland.nl).

Levels 4 & 5Foliage 4Levels 4 and 5 do not require a theory (digital) exam, but are assessed through a practical assessment on the field during a multi-day tournament. Candidates are assessed by the European Referees Commission (or equivalent) during International events.
